Scanner output and modern phone photos are routinely 4× larger than any place they're headed. The 25% command scales both dimensions to a quarter — a 6000×4000 photo becomes 1500×1000, which is still generous for documents, forms, and chat.
For a gentler cut there's 50%. Both are proportional and image-only; for video, use the resolution commands (1080p, 720p, 480p).
